Mr. Ishmael Zulu is a seasoned economist and policy expert specializing in tax justice, public finance, and economic governance across Africa. He currently serves as Senior Policy Officer – Tax and Equity at the Tax Justice Network Africa (TJNA), where he leads strategic research, advocacy, and partnerships promoting equitable tax systems and fiscal transparency across the continent. With over eight years of experience in regional development and economic policy, Ishmael has worked extensively with civil society coalitions, governments, and international partners to strengthen accountability and pro-poor fiscal reforms. He previously held leadership roles at Consumer Unity and Trust Society (CUTS) International, where he coordinated trade and development programs, and chaired the Civil Society Poverty Observatory Group in Zambia. Ishmael holds a Master’s degree in Public Finance and Taxation from the University of Lusaka, a Bachelor’s degree in Commerce (Economics) from Mulungushi University, and a Diploma in Trade Policy from the National Board of Trade, Sweden. His technical expertise includes gender-responsive tax policy, illicit financial flows, and fiscal equity in resource governance.
